Scope and ContentDocument imprimé servant à aider les officiers propriétaires et futurs propriétaires terriens de l’île Saint-Jean à développer leur domaine et à surmonter les difficultés causées par la guerre de l’Indépendance des États-Unis (1775-1783). D’abord, on y souligne que les anciens cadastres ont été mal faits et que leur révision s’impose afin de mieux exploiter les terres. Ensuite, on fait état des problèmes que la guerre a occasionnés pour le développement de l'île jusqu’en 1780. Malgré tout, c’est le Quit Rent Act promulgué en 1780 qui cause le plus de soucis aux propriétaires, puisqu’il permet la vente par le gouverneur de l’île des terres dont les arrérages n'auront pas été payés dans un délai de six mois. Pour tenter de résoudre ces problèmes, le document suggère d’envoyer des propositions à Londres afin que la métropole prenne conscience des difficultés des propriétaires à payer leurs arrérages en temps de guerre, mais aussi en raison des conditions climatiques spécifiques de l'île Saint-Jean.NotesSource du titre : Basé sur le titre du document.
